MethodsAssessment methods for students who are enrolled in a non credit certificate program included:

1. completing an Income Tax Preparation Project Rubric to demonstrate their ability to prepare and calculate federal individual income taxes for tax year 2012 for single and joint filers, and to comprehend Internal Revenue Service published tax forms and instructions;

2. observing individual student progress during income tax return preparation practice;

3. evaluating student attendance and participation.

Data Summary1. 70% (14 out of 20 students) of all students indicated that they are enrolled in a CCSF non-credit certificate program and completed and submitted all assignments demonstrating their ability to prepare IRS tax forms: 1040EZ, 1040A and 1040, and achieved all student learning outcomes, thereby receiving a letter grade of A.

2. 27% or 6 students received a letter grade of C or P for passing demonstrating that they have achieved 80% of student learning outcomes.

3. 86% or 19 student attendance was at least 80% or 12 hours of this 15 hour course.
Planned ImprovementsDuring Spring 2014 I plan to create:

1. a specific tool to assess student comprehension tax law enactments;

2. pre and post surveys to assess student income tax knowledge;

3. student satisfaction survey administered at the end of the course session.

1. revise scoring rubric.

2. update extensive resources on the “share drive” including selected tax forms and instructions for 2013, PowerPoint presentation on US tax history, and practice tax return problems.

3. updated handouts for tax year 2013 on: a) tax formula, b) when to use form 1040EZ, 1040A, and 1040 c) types of income tax returns and d) income: taxable and not taxable.

4. create instructional material that describe the process of tax law enactments and an assessment tool that measures student understanding of tax law enactments.
